Colquitt County Pulse

Colquitt County, Georgia — county government finances from the FY2023 audited financial statements (year ended June 30, 2023), the newest audit that could be verified. This page covers the county government only; Moultrie is the county seat and a separate city government, and none of its figures appear here.

Fiscal year ends: June 30 FY2023: Jul 1, 2022 – Jun 30, 2023 (audited) County seat: Moultrie, Georgia Auditor: Carr, Riggs & Ingram, LLC Opinion: Unmodified (report dated March 29, 2024)
Read first — these are FY2023 figures The newest independently audited financial statements available for Colquitt County are for the fiscal year ended June 30, 2023. Figures on this page are from that audit; they are not current-year (FY2024–FY2026) figures, and more recent county audits had not been verified when this page was prepared. The FY2025 financial report is listed on the UGA TED portal, but TED was down (HTTP 503, "Down for maintenance") on every download attempt on October 23, 2026, so no FY2025 figure could be verified and none appears on this page.
Audit findings — required disclosure The FY2023 audit opinion is unmodified, but the auditor reported ten material weaknesses in internal control — all repeats from the prior year — and found the county in violation of Georgia budget law for exceeding appropriations and not adopting budgets for all special revenue funds. The auditor also reported a second instance of noncompliance (late Federal Audit Clearinghouse Data Collection Form submission), and the county was not a low-risk auditee. Details are in the caveats section.

Total governmental revenues (government-wide): $9,068,872 program + $38,517,638 general = $47,586,510. That is $206,061 more than fund-basis revenues ($47,380,449) — the difference is bridged by the reconciliation's unavailable-revenue adjustment on property taxes (−$64,458), sales-tax accrual (+$264,698), investment-earnings classification/accrual (−$274,287 vs fund interest income), charges/licenses/fines classification (−$3,536), and the +$283,644 gain on asset sales (the funds report $557,583 of gross proceeds as an other financing source instead). Intergovernmental revenue ties exactly across both bases: $4,334,915 = $2,895,337 operating grants + $1,439,578 capital grants.

Interest on long-term debt$655−$655
Total governmental expenses$45,535,686−$36,466,814
Why General Government looks so different here: government-wide General Government expense ($12,133,666) is far above its fund-basis current expenditure ($5,297,421) because depreciation ($1,512,573 allocated to General Government), pension expense, and internal-service/health-claims activity are recognized on the accrual basis. Change in governmental net position: −$36,466,814 + $38,517,638 = +$2,050,824. The two bases are never charted as one series on this page.

Restricted money dominates: $23,555,457 (62.1%) of the total fund balance is restricted — $20,303,291 for capital outlay (2018 TSPLOST $7,349,890; Capital Projects $7,050,076; 2019 SPLOST $3,848,276; nonmajor capital projects $2,055,049, plus restricted balances inside the special revenue funds) and $3,252,166 for public safety, judicial, and health purposes. The freely available figure is General Fund unassigned: $14,192,391. General Fund composition (p. 20): Nonspendable $161,941 (prepaid $118,541 + inventory $43,400) + Unassigned $14,192,391 = $14,354,332. Note the all-funds unassigned total ($14,183,925) is $8,466 less than General Fund unassigned because the nonmajor capital projects funds carry an unassigned deficit of −$8,466.
Two stories at once: in FY2023 the General Fund fell $979,430 — actual expenditures of $26,585,456 exceeded its own revenues of $25,605,214, and the gap was closed by $2,398,704 of transfers in, dominated by the one-time $2,298,704 ARPA pass-through — even as total governmental fund balances rose $5,315,858 on SPLOST/TSPLOST collections. General Fund unassigned balance equals 53% of General Fund expenditures (MD&A), a liquidity strength that coexists with the operating deficit.

Net investment in capital assets is capital assets, net ($67,113,508) less the related lease liability ($16,756) = $67,096,752. The full accounting equation holds exactly: assets $109,469,772 + deferred outflows $4,251,010 − liabilities $10,627,398 − deferred inflows $1,989,116 = $101,104,268. Investments held by the governmental funds (Georgia Fund 1 + certificates of deposit) were $14,400,977.
Component units, shown separately: the discretely presented component units — the Colquitt County Health Department (net position $714,210) and the Moultrie–Colquitt County Library ($2,623,070) — reported combined net position of $3,337,280, up $33,796 in FY2023. These are component-unit figures, not county net position, and are not included in any total above. The Health Department alone carries the reporting entity's only OPEB amounts (net OPEB asset $139,779; net OPEB liability $120,750) and a negative unrestricted net position of −$618,311 — neither belongs to the county itself.

Debt and long-term obligations

June 30, 2023. Bonded debt, the lease liability, the pension liability, compensated absences, and health claims payable are separate categories and are kept apart on purpose. FY2023 Audited

ItemAmountTreatment
Bonds payable$0No bonds outstanding. MD&A: "the County had no outstanding loans." There is no bonded debt of any kind (Note 3).
Loans / notes payable$0None outstanding.
Lease liability (vehicles/equipment, 3–5 yr terms; governmental only)$16,756The county's only debt-like obligation — due within one year $8,253; thereafter $8,503. The payment schedule foots: principal $16,756 + interest $571 = $17,327 total payments ($8,664 in FY2024; $8,663 in FY2025). FY2023 payments were $8,664 (principal $8,009 + interest $655).
Total debt outstanding$16,756Leases only; $0 bonded. Never read this line without the obligations below.
Net pension liability (ACCG Restated Defined Benefit Plan; measured Dec 31, 2022)$6,362,534Long-term obligation, not debt — governmental $5,901,804 + business-type $460,730. See the pension note below.
Compensated absences$487,294Obligation, not debt — governmental $449,755 + business-type $37,539 (Note 3).
Estimated claims payable — self-insured health plan (Internal Service Fund)$1,200,000Obligation, not debt — a third-party-administrator estimate (Note 5), up from $650,000 the prior year (rollforward: $650,000 + incurred $4,366,191 − payments $3,816,191 = $1,200,000). The Internal Service Fund itself ended the year at net position −$88, with $1,216,667 of liabilities against $1,216,579 of assets.
Net OPEB liability — primary governmentNone reportedNo OPEB asset, liability, or note for the primary government appears in the statements. OPEB amounts exist only inside the Health Department component unit (see the net position section).
"No debt" must never stand alone The county has $0 bonded debt and $0 loans — genuinely — but it also carries a $6,362,534 net pension liability, $487,294 of compensated absences, a $1,200,000 estimated self-insured health-claims payable, and a $16,756 lease liability: $8,066,584 of non-bonded obligations in total.
The pension liability is the county's big FY2023 story — and it is not borrowing: the net pension liability rose from $1,626,464 to $6,362,534 (+$4,736,070) in one year because the plan's investments lost value (net investment income −$3,510,225; plan fiduciary net position fell from $24,579,242 to $20,685,250; funded ratio 93.8% → 76.5%). That — not borrowing — is why government-wide long-term liabilities rose from $1,677,037 to $6,386,012. The liability is a measured accounting figure (total pension liability $27,047,784 − fiduciary net position $20,685,250; measured December 31, 2022 at a 7.00% discount rate), equal to 139.8% of covered payroll ($4,550,022); it is not a bill due. FY2023 pension expense was $829,603; employer contributions were $864,071 (19.0% of payroll).
Contingent commitment — not county debt: the Moultrie–Colquitt County Parks and Recreation Authority (MCCPRA) has a $3,000,000 Revenue Bond, Series 2020 outstanding. That is the Authority's bond, not county debt, and it is not in any total on this page. Under a March 2020 intergovernmental contract (Note 6), only if MCCPRA cannot meet debt service will the county levy a tax — capped at two mills — to fund it.

Why actuals ran over budget: 30 General Fund departments exceeded appropriations (Note 1), including the Jail (+$289,206), the Correctional Institute (+$225,385), Roads & Bridges (+$196,196), and the Airport Authority — an unbudgeted $263,832 actual against a $0 budget line. This is the subject of audit Finding IC 2023-011 (see the findings disclosure). Actual revenues and expenditures tie exactly to the General Fund column of the fund statements (p. 23).
Transfers footnote: the budget anticipated only $100,000 of transfers in and $350,000 out; actuals were $2,398,704 in and $2,648,704 out. The dominant actual flow is the $2,298,704 ARPA recognition transferred in from the nonmajor funds — a one-time federal pass-through, not a budgeting failure. ARPA Fund schedule (p. 82): the budget columns are $0 throughout; actual intergovernmental revenue $2,298,704, transfers out −$2,298,704, net change $0, ending balance $0 — a budget-and-actual schedule with no adopted budget amounts shown, printed exactly as the statements present it.
